The Need There are over 800,000 children languishing in orphanages across Russia. Research shows that they will suffer physical, emotional and cognitive underdevelopment from institutionalization. More about the need Strategy Russian champions are eager to improve the care of their children. During their own trial-and-error de-institutionalization processes, the U.S., Canada, and Western Europe developed a considerable body of child welfare best practices. Firefly and its colleague organizations bring this knowledge--a wide array of policy, program and funding options for family preservation, foster care and small group homes--to Russian leaders who are working to end institutionalization. These experts simultaneously work with administrators and government officials to incorporate the improved services into the local healthcare and social welfare systems.
